"Are you sure? How many are there?" Lin Yanyun asked, somewhat skeptical.
"Roughly three thousand," Lin Dongyun replied.
"Over three thousand! Give me a list of two thousand, and you station the remaining thousand across the three Guard Zones. If they’re trustworthy, you, as the Town Guard Commander of the three zones, must place these trusted subordinates in key positions," Lin Yanyun instructed.
"Two thousand is no problem. I’ll compile and send you the list. By the way, sister, these two thousand can only operate within my jurisdiction for now. They’re from the Guard Zones and couldn’t leave them before. However, under my authorization, they can move freely within my three city jurisdictions." Lin Dongyun added, suddenly remembering something.
Lin Yanyun nodded. "Restricted to your jurisdiction? That’s fine. The top priority is to establish an intelligence network. If these two thousand are your confidants, the foundation of the network will be solid."

Becoming urgent, Lin Yanyun said, "You haven’t told me how much funding you can mobilize. Once the intelligence network is established, the money will be consumed rapidly."
Lin Dongyun scratched his head. "Didn’t I say I’d check later?"
"Idiot! What’s your wristwatch for?" Lin Yanyun said exasperatedly.
"Right, right! Master, Little Black has been waiting for your command! Give me access to the city’s financial systems, and I’ll find their remaining funds immediately!" Little Black jumped out, shouting.
Lin Dongyun had a black line running across his forehead. He knew Little Black’s personality, which is why he hadn’t let him collect the financial data. But since his sister was so eager, Lin Dongyun had to comply. So, he said, "Connect to the three Guard Zone mainframes and check how much funding I can use after deducting daily expenses and without affecting the existing budget."
Little Black, who was not authorized to access the three city’s financial systems, reluctantly responded with an "Oh" and began contacting the three Guard Zone mainframes. It was unnecessary. These three Guard Zones were essentially Little Black’s territory.
